Do you buy damaged or non-running cars in Pennsylvania?

Can I sell a junk car without a title in Pennsylvania?

Pennsylvania expects a title in your name for the sale. If it's lost, PennDOT issues a replacement (MV-38O (owner's duplicate title; MV-38L is for lienholders)). Keep the notarized title assignment and bill of sale; PennDOT has no separate seller notice form.

How much are junk cars worth in Pennsylvania?

As of October 2026, Pennsylvania sedans typically bring $225–$950, SUVs $425–$1,925 and pickups $650–$3,750, based on ~$170/ton Northeast-region scrap steel. Your offer depends on the factors below.

Northeast region scrap market — updated October 2026. In the Northeast, tight yard space and heavy road-salt corrosion drive the parts-versus-scrap split.
VehicleRunningNot runningWrecked
Compact$250–$1,100$200–$800$150–$575
Sedan$300–$1,275$225–$950$150–$675
SUV / crossover$575–$2,600$425–$1,925$300–$1,375
Pickup truck$875–$5,075$650–$3,750$475–$2,700
Van / minivan$525–$2,400$400–$1,775$275–$1,275

What sets your PA offer

  • Scrap steel prices: ~$170/ton in the Northeast region right now; tight yard space and heavy road-salt corrosion drive the parts-versus-scrap split.
  • Vehicle weight: heavier trucks and SUVs carry more metal.
  • Year, make and model: parts demand is higher for common, newer models.
  • Condition: whether it runs, and whether the engine, transmission and catalytic converter are intact.
  • Title status: a clean title in your name is part of how the offer is set.
  • Location: metro offers in PA often run higher than rural ones because tow distances are shorter.

Selling a junk car in Pennsylvania: title & DMV rules

Pennsylvania requires a title in your name to transfer a junk vehicle, including a scrap sale from a Pennsylvania driveway.

If the title is missing
Pennsylvania does not normally require a bonded title for a junk sale. A duplicate title (MV-38O (owner's duplicate title; MV-38L is for lienholders)) or, for scrap-only sales, a licensed-recycler affidavit is the usual route. The duplicate-title paperwork in Pennsylvania is MV-38O (owner's duplicate title; MV-38L is for lienholders).
License plates
Remove the plate — Pennsylvania plates stay with the owner and are transferable.
Notice of sale / release of liability
Keep the notarized title assignment and bill of sale; PennDOT has no separate seller notice form.
What Pennsylvania salvage buyers must do
A bill of sale alone is not a general substitute for a Pennsylvania title. When the title is lost and the lien is satisfied, the owner uses PennDOT MV-38O; if a lien is recorded, contact the lienholder about MV-38L and any electronic title. MV-7 is a scrap-processor reporting process, not blanket permission to sell any no-title vehicle.
  • Sign the seller assignment on the title
  • Complete the odometer disclosure
  • Handle plates as PA requires
  • File the notice of sale, then cancel insurance
